Chlorine is universally used to chemically disinfect public water systems because of its toxic effect on harmful germs, bacteria and disease causing organisms. Chlorine is a poisonous greenish-yellow gaseous non-metallic element and was discovered by Scheele in 1774. Chlorine is toxic and can be inhaled, ingested and absorbed by the human body.

Thank you for this question. It is so important that parents today be aware of the environmental factors that their children are exposed to and be able to learn new ways to safeguard their children from such exposures to protect their health and well-being.
If your child's itchy bumpy skin is caused by dryness and dehydration, then the Vitamin C Effervescent Tablets, Bath Ball or the Shower De-Cholrinator Filters which neutralize and remove the chlorine in your water, could certainly help and at the very least not aggravate his problem even more. Chlorine in bath or shower water can strip the natural protective oils from skin and hair, causing excess drying aging and skin irritations.
It would be important to change the soap he uses to a gentle plain unscented moisturizing soap (your local health food store could suggest a good product for you that would meet his needs). In his bath water you could add a little pure Almond, Sesame or Olive Oil to help moisturize his skin and make him feel more comfortable. I also suggest the detergent that you wash his clothes in be enzymes-, dye- and fragrance-free. I like and personally use Seventh Generation Sensitive Care Natural Laundry Detergent.
Most children do not drink enough water or get a proper amount of Essential Fatty Acids in their diets today, both of which can be a major cause of dry, itchy, bumpy skin. Check with your pediatrician to rule out any other skin conditions that he might have and see if it is OK to give your son Essential Fatty Acids found at any Health Food Store. Have your son drink more water to help keep his skin moist and hydrated. He will be a much happier child without itchy and bumpy skin.
