What is the Request For Proposal (RFP) Process?

Businesses write RFPs to send to Vendors to get quotes and bids on complex systems that are otherwise hard to specify and compare. Vendors tend to complicate their offerings to make it hard to compare them with other Vendors. Government solicitations almost always come in the form of RFPs. These documents specify the scope of the desired procurement and specify the manner and means of bidding and basis for evaluating bid proposals.

What is the Requirements development process?

Businesses use Requirements to clearly define the scope of the hardware or software technology that they intend to purchase. Requirements are typically written as lists of questions asking “Does your product provide these features or business benefits?”

Vendors then reply to this long list of scope criteria questions indicating the level of compliance for the product they are proposing. This process can be completed much faster using sample criteria lists developed from other procurements. You don’t have to start from scratch.

When do you use Specifications?

Specifications are used when the procurement includes work or products that must meet industry or regulatory standards Specifications are also used when we know exactly how we want something supplied or built. Requirements are usually written as business benefits or features and are not prescriptive. Specifications are prescriptive and are often subject to technical testing or verification.

How do you evaluate bids?

Bids are usually evaluated based on several factors. Price is almost always the most important factor but meeting Requirements and Specifications is also important. You don’t want the Vendor to achieve a low price by not meeting your requirements. Usually a list of several factors is developed and weighted for evaluation such as:

+ Price 30%

+ Delivery Schedule 20%

+ Requirements Compliance 40%

+ Support after installation 10%

Bids or proposals are evaluated against these criteria and a composite score is developed with the lowest or highest evaluation being considered the best bid. There are lots of different factors and ways to weight the evaluations. Vendors usually want to know the criteria before they bid. It is important that the Acceptance Criteria match the Evaluation Criteria to assure fair and high quality procurement.
