Because of the shortcomings of the F2F, Grumman was determined to improve the directional stability, spinning characteristics, and general maneuverability of its airplanes. This led to the development of the F3F. Initial deliveries were made in January, 1936, with this airplane entering service aboard the USS Ranger in April and the USS Saratoga in June. F3Fs were retired on October 10, 1941, and more than 100 of the airplanes then served with training units.
